Holds a PhD in History (University of the Azores, 2001). He is Associate Professor with Habilitation at the School of Arts and Humanities of the University of Lisbon (FLUL), where he was Deputy Director (2016-2019). He is Director of the PhD in Maritime History. He works on topics related to the history of empires, the history of the Atlantic, the social history of elites, history and political culture in the Atlantic area in the modern period (c. 1500-c. 1820). He primarily studies the political and social dimensions of urban government in Atlantic cities; the issue of reformism in the 18^th and early 19^th centuries from a comparative history perspective; and the relations between the Iberian monarchies in the 17^th and 18^th centuries. He has participated in various projects (Portugal, Spain, France and Brazil) and has published widely in Europe and the Americas.
